From my pov I believe that Jaeyi was intrigued by her because Seulgi was cold and uninterested in her as she was the popular student and everyone wanted to be with her. Obviously Seulgi probably thought that she was a mean bully and acted like that towards her as she was bullied in her previous school and if you seen Kdramas before the new student always gets bullied for no reason.
