In my opinion, it is more likely that he is somehow bound up with the soldier's family, and that is why he has to hide his true identity.

Indirectly she changed the course of events.
But it's just my theory, since we still do not know if the cop was even present in the past.

So her not doing anything, indirectly changed the lives of many. Then maybe I'm wrong. But at the moment everything makes me think that what happend with the soldier is the cause of everything.

Nam Hong Yu didn't stop the soldier, despite knowing the attack. Indirectly she changed Jung Jae Chan's life and probably the cop's life too.
