There's a theory in this kdrama (I think they said about this theory in ep 1 or 2) where are some psychopaths who only demonstrate psychopathy after some traumatic event. Like a "switch"... In this case Seungi could be one of those. I still think the main serial killer is the judge son, the other police officer.

My theories: Seungi is the son of the psychopath and is a psychopath but he is not the serial killer. His stepfather and brothers were killed by someone else. The seungi's mother escaped, changed her name, adopted the other girl's son and raised her as a son. The judge's son (the other police officer, the one who drinked the evidence) is the one who set it up and is the serial killer. He pitted the seungi and the doctor against each other.
