Ok, for the sake of everyone's peace of mind and soul, I'll do an experiment and time-travel to when I was a young-adult.
It is easier to hug a friend, a person you feel comfortable with, than to hug someone who you have a crush on. When you have romantic feelings for someone, but you're not yet in a relationship, you avoid any physical contact and even eye contact because you feel overly shy around that person.

I know this is a Korean drama and this type of behaviour is always attributed to next level relationship, but these two have known each other since childhood, even though our heroine doesn't remember yet. But from Yul's perspective, he feels close to her and has yearned for her his entire life. Now he's close to dying, he will be brave enough to get at least one hug.
Yul has grown some cojones this season and it was about time too.
After his confession to Dang Gu (regarding what he would have done in Dang Gu's place, if his beloved would be about to get married to someone else), I am not surprised to see this hug happen.

Same, have to rewind sometimes several times to get the mood lol
After watching so many k-dramas, though, it's become easier, and there are expressions I'm already used to. But yeah, no way I'm learning another language at this age, I'll just conform myself with learning to read hangul it's enough for the moment :)))
