It definitely is an organization. Maybe the massacre happened bcz the emperor wanted to get rid of someone, perhaps a remnant of a previous kingdom like a royal. I have a feeling ML definitely has something to do with it. Maybe not only he is from the fallen city but also is the reason the city got massacred. ML definitely is someone important, not randomly dragged in to take the fall or investigate the truth about years ago. Just my theory though, but can't wait for mystery to unfold.

Feeling so sorry for our ML. He is framed as a notorious criminal and poisoned on top of that with less time to live. At least cure the damn poison before the very end of the drama pls. He deserve a good ending and we deserve a happy ending, sigh!
