The government and its interests are more important than one person killing themselves. Do you not understand this yet? Humans are nothing and are worth nothing. One dies, you can make another one in 9 months easy. It is incredibly difficult to maintain a functioning government though and not have it collapse, not to mention even harder to repair after a collapse.
I hate to break it to you, but a couple actors messing around with drugs actually does FAR more damage as a whole to society than one actor killing themselves. People see their favorite actors behaving like this, then they want to do it too. South Korea doesn't like enabling this particular kind of behavior. As for suicide though, it doesn't do any real damage whatsoever aside from the person who just killed themselves.

South Korea is more "authoritarian" almost of a society and so raping one person isn't that bad. It is just one person you have affected. Purchasing unauthorized drugs though means you are enabling a market to flourish, more likely to encourage or get other people around you using said products and most importantly of all, you are messing with the government's money.
In their perspective, who cares about one little rape victim? They don't mean anything and they have no value. Messing with government income and messing with illegal substances that can mess with the social fabric of the country, BIG NO NO.
