I think he did because he knew Wan general was innocent, simply just because of that. Because in later episodes, we could see how General Wan is totally loyal and never play dirty. And LBY of course will not eliminate such people.

If she minds her own business, she is not true to her character anymore. I think I like this drama because each character is quite consistent in term of their major trait. No nonsense change in character, no contradictive actions etc.
