What can he do? Every time when he tries to stop his mom. His mom would threaten him with her life so he can't just let her die. And you can see in so many episodes he was gonna tell his dad, but his mom stopped him each time. Imagine if you were him and you love your mom so much, you can't just let her go to jail because she did everything for you. Tian is blaming himself for all his mom did and in ep14 he went to the police office. I think he will probably tell them that he is the one that kill Tong.
