Yep. Unless you plan on continuing it. Pretty much, dropped = never going to touch it again. On hold= may continue it again.

On Hold is pretty much like you're dropping a drama(so a couple episodes in), but you plan on continuing it later on. Plan to Watch is more for dramas/movies that you have not started yet.
