I do think this female lead is strong. Her hesitance when it comes to killing people, who aren't necessarily targets…
Exactly,
Some people just doesn't understand her character or what the show is about at all. Only looking at the superficial surface without taking a deeper dive.
She is in fact the strongest of them all. Most every character experience hardship and pain like her but all took the easy way out (loses their conscience and became cruel). She never wavered and refuse to taint her pure heart just to survive.
It is this strength of character that allowed her to change her fate and of those around her. She isn't the most badass or best of anything. She didn't win by being a Mary Sue that plague typical cDramas. She won by getting people to follow her. Her loyalty, kindness and compassion won her allies that helped her. She is very ordinary and thus is the most relatable character I've ever seen.
Some people say they want a strong character but then proceed to want her to kill people. Can they not see the irony in that? Being a badass isn't the only way to be strong.
Alas, this is the difference between people who want escapism and those that want something more. People looking for their superhero fix won't find it here. You have to have some degree of critical thinking skill to truly appreciate this drama.

There is nothing of that sort going on with her and I follow closely.
The ending provided plenty closure. In fact, it is an implied happy ending, that is if the story were to continue, they would be together.
