This was explained in the last episode when Liu E spoke to the son. (At least in this story), she told him how his late Emperor (her husband) was under constant treat and pressure to produce an heir. You saw how Cao Jian kept pushing for Emperor’s younger brother (who keep having more kids) to usurp the throne since there isn’t an heir. These ministers also hated Liu E and would insist that the birth mother of any heir to be Empress. But the late Emperor can’t do that because the birth mother is illiterate and meek, weak. She won’t be able to steer the throne when he dies and protect the young heir. Hence he had no choice but to make this Liu E’s heir. He did try to find an adopted baby to replace it for the birth mother but that plan failed. He also said if Consort Chen gives birth to a princess instead he would just use the adopted baby (boy) and nurture him into the future emperor since Song dynasty belongs to everyone not just his Zhao family. It was heart breaking for all of them to arrive at this conclusion.
