The director didn't know LZB was alive from the beginning. He saw him through a surveillance, but wasn't surprised. If not why wait until so late to let Shu He know? Because previously Director didn't know.
I am not as annoyed for Shu He because it shows a good contrast. As a Police with a proper status, their rule has to follow protocol. But for LZB since cadet years, he find the truth despite not wanting to follow protocol. And now not a police for LZB, he finds the exact truth the police couldn't because of their stupid rule and protocol.
Which is why justice can't be done through proper means, because proper means also incapable, and can easily let go of criminals because of lack of evidence etc.
Which in turn makes me like the Avengers gang. I am suppose to support LSY to stop them, but tbf, they didn't exactly kill anyone directly. Everyone whom die like the first case and this suicide was with their own will to bring forward justice that the police couldn't give them. Yeah, LZB might have told them to do so, but I'm positive they can choose not to, but their purpose in life is to avenge for their loved ones whom died so they are willing to die to catch and bring justice to their loved ones who died. This truth and justice wasn't something the police was able to give through their incapable proper means.
As you can see, Gai De was released despite actually being a criminal but no evidence. LZB gang is to make sure Gai De and the rest involved gets what they deserve. Some people along the way are pawns that are used but it wasn't for no purpose.
The cases from the start so far relied heavily on LSY's "third eye" to find the truth, and Shu He and the rest of the police choose to believe him and investigate and then manage to find out the truth. In a way, LSY also didn't solve these cases through proper means, he had an "extraordinary power to see the past in a way".
So how useful are these police and their proper means and procedure to give Truth, Justice?
Not saying Avengers are right in their way, but it's the same them that actually deliver the truth behind the 10 years ago incident. It's not something that can be done if they maintain their stupid useless police status.

While it's very cool for her to be a plot armor, but for now this questionable plot hasn't been elaborated to cover up what's going on. Alot of plot holes were later well elaborated, except for a few like how That girl wasn't captured exiting the hotel which make us thought Song en killed her
Also, he was waiting outside to kidnap Gai De after he exited his house. Maybe he knew his brother is safe at the hands of Qi Xia Mum?
Very elaborate drama about 2 cases that lead to what is happening so far and tracing back to the past in finding out the truth.
Actually the truth is already known, it's justice from the Avengers. Siyuan is just part of their plot. Their last step is to have the perpetrator and root cause of 10 years ago to lead them to the one whom used his power to defend his son in exchange of the lives of others. Avengers are just doing similarly to track him down.
An eye for an eye makes the world blind. In finding out the Truth, they lost Justice to the bad guys. Now it's their way of Justice, but in the eye of the law, it's morally wrong. However, morally right didn't provide any Truth or Justice. Avengers have my empathy, regardless how they will end up, keep fighting!
