Maybe they are just making a ground to kill him at the end cause that is the most realistic ending especially after 14th episode.

It is clearly shown in the drama that they don't have anyone backing them up. How can you expect a team to have guns when they don't have basic police equipments cause basically they are fighting by themselves.
