The reason for this is that their love stories donāt happen simultaneously but rather one after the other, in chronological order according to the novel. The novels are interconnected and take place at the same time, but the love stories are shifted in time. So it seems like Easter and Hill gets more screentime but they get less by time as the story goes by as you could see in the last 3 episode.

First Easter then JohanNorth, then Tonfah/Typhoon and the last ones who feel in love with each other are Arthit and Daotok. And each novel has almost 40 chapter and so different genre so they cant fit all 4 couples in 16 episode.
