I rewatched and realized Manager Qian actually interrupted the security guards that were watching Xu Meng and her father about to get out of the elevator. The reason she pressed all the buttons maybe to cover up that she actually didn't get out on the 18th flr.
We also see that it seems the quickest way to the basement is from the rooftop.

Yea I’m just guessing. The first officer’s response is likely a clue. The officer that pointed him to the room seems to be his ex-coworker. I think they are familiar with him and tolerate him because his daughter’s *you again* reaction implies he likely frequently came looking for Ran. Watch again, when He and Ran walking out his daughter responded but he was talking to Ran.

The first officer he asked didnt know who Ran is. His daughter responded when He and Ran were talking on the way out. He seems to frequent the police station looking for Ran (who’s hiding in the restroom, not in an office). Biggest giveaway was the taxi driver side eying him during the taxi ride. The mattress movers also mentioned about haunted building.
