Yes-- oddly enough -- the age of consent in Japan is currently 13. I find that disturbing too, but it's true. I read that they are considering changing it to 16. Either way, Shin (the character) would be "legal." And Minato was totally denying all of Shin's advances throughout the series, until the very end... when I'm pretty sure Shin had already turned 18.

90 percent of MDL ratings are from 7.0 to 8.8. Anything higher is extremely rare. Anything 6.9 or lower is usually pretty mediocre. The worst MDL rating I'd ever seen was around 5.3... and on a scale of 1 to 10, that's still above average!
I've never seen any BL end up with higher than 8.5. So the ratings are kind of dumb and don't mean much.
