That's because evil people don't exist. There're really no bad or good people. There're good and bad deeds. And every person who does bad deeds has some sort of tragic story in their past. It's not necessarily tragic, but there's always something that made them do bad deeds. No one just sits and thinks "Hmm... what would I want to be in the future? Oh, I know, I want to be some evil guy who'll make everyone suffer!" I thinks it's a big progress that series and movies try to explain to us why someone does bad things and try to make us sympathise to them.
