She'd pull off the male look better if they didn't give her so much lipstick and eye makeup and just made her face look more natural.
There are plenty of men who look as if they could be female, so having a character/actress passing as male and no one noticing it, isn't all that remarkable. But, in this case, the makeup is ruining the effect.

It also makes no sense that this cop can go rogue all the time and stay on the job. Though the viewers know his intuition is sort of right, he does all kinds of things which constitute harassment, with no evidence. I tried to keep watching and just skip the scenes with the annoying woman, but he's just as annoying.
