Director told Est constantly 'be more little,be timid,not to have dignified posture,be tiny' to portray Po character.. So it's really not the actor's design..It's solely director's choice..

Have you seen his eyes? Est doesn't have much dialogues..So he acts with his eyes..he portrays his feelings through his eyes..every little details,every subtle feelings the character is feeling,his eyes says it all..
Audience can clearly understand what's going on in his mind just by looking at his most expressive eyes.. Acting and expression comes not only from mouth but other body parts also..
(Agreeing with what you said about fantastic job done by William though.. but,emotional scenes are also vital..it can't be just 'only'..it's absolutely necessary..)
