I don't think the tag of romance is necessary as the drama is not about that, if there will ever be it will be on the additional tags below with subtle romance like many others. As for your metaphor of sweets not being suitable with fish ecc.. There are some dramas that can't pull that but I believe ml getting with the FL will again not take away from the story why? Well most heroes do get married? It doesn't take away from their grand goals especially when the chemistry is there between them. If it wasn't there then I would have gone without it. This sequel is epitome of disappointment. It had riducled a very strong character to this love struck puppy teen and made me dislike the ml whose love for mudeok apparently is very transactional.. She dies and just like that he likes the new pretty girl forgetting and not caring at all about his first love. Just awful I would give it a - 100 if I could every single female character gets reduced to dust.

Why would it be a torrid romance, I think a slight romance works without taking from what the drama is about corruption, thrill, politics as the center. So when you say it would be a torrid romance I don't see the reason especially since they have chemistry. I understand a full on romance would not work but something a subtle one would not only work but enhance the drama.
