I think it was suggested like that because it could have been Tian and I suppose that with his lifestyle he participated in street racing in the past. So he gave the car to his friend knowing how it would be used. And if Tian had just felt fine, he would have actually been driving that car, so only a coincidence prevented him from killing an innocent person. I don't know if I explained it well but it made sense to me, although you are right that the Chief should have known better than decide that Tian was guilty without even talking to him.
