From the Yunhe, Kuyun data I saw, I thought it was popular also. Mostly #1-3 in viewership, #1 in heat, #1 character popularity. Maoyan 700 mil effective playback as of 11/12. I'm not located in China so I look at objective data.

Despite the production flaws in TJOL, it seems to be financially successful with the record # of sponsors/ads, cloud packages, & merchandise sales. I'm pretty sure industry insiders know his value without him needing to win an award.
As far as S&B, it's getting positive reviews. It's also early in the broadcast period. He has a good reputation in the industry and a loyal fanbase that will support him far into the future.

Heat indices from the platforms are not a reliable measure of a drama's success since they can be easily manipulated. There's no 3rd party that regulate how these are calculated.
Your suspicion is that IQIYI deliberately suppressed the heat index so that Kiwis would spend more $$ buying cloud bookings/memberships to drive up the index? I'm not sure how canceling the subsciption or dropping the show would help though.
