OK I think I understand now. It was poor editing of the drama. In country A when they raided their hideout, it was mentioned Zhou si yue was one of the staff at the hideout but not apprehended. Li Quan also mentioned Zhou as his superior. So in ep13 they were looking into ZSY's past and ML sent a police officer to dig up more information on him by visiting his old address and to "report back in a week". And then it wasn't until ep32 when that report happened .

There was a disaster at sea and leads are stuck on an island (with several others) that due to magnetic forces and other scientific reasons distorts time and sends them backwards and forwards through time. Sometimes they are back on cruise ship, sometimes in various different futures. They change things in the past (most notably speeding up the meeting between Wu miao and her bf/murderer) which has an effect on the future and the main goal is to unmask/stop the killer through changes in the past but the murderer also hears echoes of the future.
So I generally like these sort of sci-fi stories but Im finding the execution a bit poor. I'm wondering if the below is a fair summary of the main plot

But I guess what confused me is 1) there probably is an easier way to whistleblow and 2) then it would depend on someone finding the blood somewhere else to draw attention that the investigation was mishandled. In this case FL was responding to the death of the dog and happened to discover it occurred on the same day as the murder. That prompted her to look and find the blood. How could Chief Secretary Lee ensure those connections were made?

I agree re motive is starting the investigation with Park's death and getting ML involved. But the problem I had with this plan was that it depends on 1) someone finding Park's blood at a nearby location which the cable man never visited 2) the falsely accused cable guy committing suicide in jail and sending the letter out declaring he had been framed. It's not clear whether he had been given money for doing so or whether they knew it was a possibility due to past suicidal tendencies, possibly the former.

Particularly with the murder of CEO park, they deliberately framed the cable repairman and then deliberately got blood on the fence of the neighbouring house. Why?
