It was shown in the previous episodes there was a hooded man dumping gold bars into a ditch. I think the hooded man is BM, so the mayor is probably BM.

PCH was on the same floor as the lady who was attacked because he and the Mayor found out she had the dashcam and rushed to ask her about it.
Also, PCH met Gong Ji so he could blackmail him for money in exchange for the dashcam bc of the loan sharks. I don't think PCH had an opportunity to put a spycam in Gong Ji's living room bc the butler and Gong Ji was in the room the whole time PCH was there.
I also noticed him looking around in the prison, but I think it was out of curiosity since it's probably his first time visiting one.
The guard is definitely suspicious though. We always see the same guard for some reason around PCH even before and after he was arrested.
I do think PCH could be hiding something since it doesn't really make sense how he went along with everything in the first episode. Like c'mon, how could he just accept the call from the mayor? What if it wasn't the mayor? Why didn't PCH find the call from the mayor suspicious and if he did why didn't he bring someone with him just in case? Plus PCH isn't the only failing lawyer in Korea.
However, I don't think PCH is BM since the writers made it too obvious in the beginning. and everything he's been doing seems like a blunt. The real BM might be revealed in the later half of the drama.
