1) yes, longshen is not the real dragon deity. But wsg is also not( for now) he will be later.
The power went to wsg bcoz it recognised the dragon inside wsg. WSG is from dragon demon clan. So he is a dragon. But from demon clan.

2) Long shen wants to gather all the dragon deity's powers. It's real. But why I don't know. It might be related to chi wen, the dragon deity who gave his powers to the 4 demons. And was betrayed by the other 3. We see baize is still staying with LS in shilin sect.
