The original vision of the director doesn't rely on screen times but the plot, scenes and the placement of those scenes. So the question still remains when they are in the stage of shooting those scenes how can they measure which one will get how much screentime and which one will not. Screen times doesn't make a drama but scenes make it.
If a director or any creative is removing scenes just out of spite or any other reason he is willing to give up his original vision. And that's a question to their credibility. Either they love their drama enough to tell the story or they don't love it enough.

I wonder where license distribution people come into the play in this. ๐ Just asking if everything is set already then why are they being asked to change this and that, remove these scenes before giving the license to the dramas.
FYI, anyone who is shooting a drama will not be depending upon how much time the scene will have. Sometimes the scene can be extended if thy feel less impactful and remove some dialogues or points if they feel it is getting dragged on. They also have different takes for a single scene(not all scenes but for many). Its all the basic, that a main leads will get more screentime because he has more scenes that's it. It's not like the creative people on the sets will be having a stopper watch to check how much time and actor will get and who gets more screentime like fans will and can do.
This is a general thing not particularly for any drama or director.
