As sage said fans play a major role here. They must be willing to buy the reuters. Sometimes fans themselves take videos which they post. The more traffic and the more fans hyped these reuters the more they gets out and known to public. Otherwise they will be only circling in fan bases.
Only some crews are strict. Costume dramas don't tend to very strict and to some extent modern dramas too. But these dps go to whatever lengths to record scenes which are shot indoor.
Maybe it's coz there is a long gap between shooting and the broadcast. To keep up the drama hype in fan circles. Otherwise you won't remember there was a drama shot some year ago with new dramas always shooting everyday.
