Because MDL approval process is based on a moderator's personal prerogative. They don't have a guideline. If they do, they don't follow it and just do whatever they want, citing reasons like "I'm an old moderator so I know I'm everything". 🤷🏽♂️🤦🏽♂️

It's actually good. We don't need another body swap cliche.
You have to remember, a consciousness is a slave to the body it inhabits. Just because the consciousness was "male" most of its life, does it mean it can suddenly do manly stuff if swapped into a woman's body, and vice versa.
Also, it wasn't their brain that was swapped, just their consciousness or souls. In other words, they are indeed a slave to the body. The brain in each body is still wired the same, as a man and woman respectively. So whatever the soul wants to do, it is limited to how the brain was wired and trained by the original owner.
It will take time for the new consciousness to retrain that bidy.
Think of it this way. If you've been bedridden for almost a year, your body gets weaker. Once you are ready, you have to learn to do things again. Or, learn to walk in some cases.
The reason for that is again, the brain and the body. No matter how strong your consciousness is, you are a slave to the body you are inhabiting.
You act manly or womanly because of how your brain was wired and trained. It remembers it. The consciousness is simply the operator. So in a body swap as close to reality, a new consciousness have to retrain that new body.
Since they haven't exactly lived at least a year, not even months, in each other's bodies, it is correct that the bodies act the same.
1. ML incorrectly assumed the FL went to the store, stole his girlfriend's concept, and burned the store down. Which resulted with a death.
2. The proposal was already on the FL's table. Clearly first time she saw it because she was surprised the secret to the candle was there. If she read it before, she wouldn't be surprised.
Basically, the Director was the one who stole the proposal, left it on the FL's table, then called her to find the secret.
It was a trap to make it appear that she went to the store, stole the proposal, and burned it down. Which is what the ML assumed.
Also, if the FL is guilty, she wouldn't visit the store to offer flowers. It is not in her character to do so. She went there because she learned the proposal was hers. Or, because she felt guilty she used her idea (and fell for the trap).
Since then, the FL and her sponsor, has been trying to find evidence to prove the Director did all of it.
Unfortunately, here comes the ML dead set on his theory that she's the guilty party. Which is preventing the FL from uncovering the truth.
But because they are both stubborn, instead of working together, they're doing things on their own.

2. To guide him to move on and find a new gf.
