What OP meant is that Anna will not be streamed in any platform, so subtitle translations will rely on how fast fansubbers can release a subtitle.
However, it's partly correct. Anna will be available in Coupang Play, it is a SoKor-only streaming service. It will not be aired and it appears that they have not given licenses to other streaming services.
In other words, there is no way to watch it legally other than to have access to Coupang Play and understanding Korean.
Those without access and/or can not understand Korean, will have to wait for: 1. Raw version illegally recorded 2. Fansubbers to watch it and translate it 3. Fansubbers to release subtitle files 4. Illegal streaming services to provide those fansubber-made subtitle files
