I think it's part of the plan, Jiang Cheng went to jail so that he can approach He Wen (He Wu's brother) and be part of the gang. For the Han Sheng's scene, it happened in 2012 after he tried to lure the bad guy out through tv show and he was kidnapped. The story become more and more clear at later episodes (I watched till 14 already).
