Only possible answer is that she never thought Qingkui would killed herself. She can’t see the future and won’t know HE and VE didn’t keep their promise and then Qingkui’s death happen. I saw some said that Suzhi planned the whole thing, but I don’t think so from the episode she was introduced to episode 38. I genuinely think that she never planned to use Yetan and Qingkui. There’s multiple scene of her inner monologue where she doesn’t want to tell the twins about their background because they’re happy and living the life they wanted. She only reveals their power when they’re in clear danger and high chance of dying. As for telling Qingkui about that, I don’t think she would thought Qingkui would kill herself. I just don’t see that she wanted to use the twin from the beginning because there wasn’t a single scene where it hinted that. I think she just wanted to revive her tribe and clear it’s name, but because the previous HE destroyed the chance of them reviving and Yetan didn’t killed the current HE, it pushed her to do what she did in episode 39 trailer.
