I can vouch that voting absolutely was open for international fans. I'm Australian and the voting started a little while AFTER 8PM KST because you could only start voting after Jingoo announced they opened which was maybe 5-10 minutes into the episode. The voting then closed 1 hour and 6 minutes later, so they were open for over an hour. If you weren't able to vote it must have been an issue on your end.

the worst part of that as a Kim Suyeon fan myself is that it's like Bahiyyh (or rather TXT fans) stole her spot (although that's just my personal bias as Suyeon was my one pick and would have made it in otherwise). As a MOA myself I do think Bahiyyh has potential and seems like a sweet girl and it's not her fault, but to say she was more deserving of a spot in the top 9 over Ruiqi, Suyeon, Yanning, Yurina, Shana, or really most of the girls who didn't make it feels a bit delusional to me. For me, shows like this should only be popularity based to a point, and then branch off with the final debut group NOT being chosen by fans alone because they only think about their fave and not how good they are or how cohesive they would be with the rest of the group. Especially seeing someone of Xiaoting's calibre almost not make it just goes to show how crooked things became.
