Being FL doesn't immediately mean that she's the love interest. She's just the most important female character for the story. He didn't say one thing and do the opposite. He did everything in his power to let her win and was nothing but truthful to her until she practically said she hated him and they will be enemies for life. She even said that she saw he was smiling when she won.
I don't hate Se Jin like a lot of the comments seem, but she is a difficult character to root for atm. The only thing she cares about is being first, even if she knows that it's given to her from her "rival." Even the scene that was supposed to make her relatable with her parents talking about her being 2nd wasn't even that bad. I don't think they ever explicitly said he was still in the hospital, but they did check the CCTV for Jae Hee and I would assume they would have mentioned it if Yeong Bin left as well. It doesn't make sense to me for them to omit that he left when they already saw the footage.
