hmm as I remember she's not(? IINM there's part in the novel where HFX surprised how rich Qingzhou is, that's when Xiyun (BFX) ask him for walk into their secret basement. Her kingdom's not poor but they choose to use the money only for natural(?) disaster. Unlike other kingdom that use money make their country look rich, powerful and so on.
