I don't think it's predictable. It's good writing and build-up. The game had to end sooner rather than later because it was only an excuse to make her spend time with him. And now that it's over, so is the pretense that the only reason Hayame and Issei are together is the game. So if they will be together in the future, it's because they both want that.
Moreover, it's a poignant moment because Issei was actually hoping that Hayame would refuse to play the game, just as she refused to embarrass Seigo at the restaurant and inn. He wants her to choose him, not Seigo. That's why he is so sad - he didn't want her to leave and is heartbroken when she does.
