I'm not partial to dubbing myself. Subs are only good for those that can see an dubbing is good for those that can hear. I like the option to have it dubbed in more than one language, but I like to hear it in the original language because I better understand the emotions of what is being said. I think I do anyway. Admittedly, because I'm American, maybe not all Americans, but I can maybe discern which language the person is speaking vs. another. For example: I can usually tell if the language is Japanese, but I'll be darned if I can tell you what they are saying beyond "hello".
Personally, I have only learned one 2nd language, Spanish. I know I will not sound like a Mexican or Spaniard because I haven't lived in either place, though I do live near Mexico, and I would not expect my accent to make me sound native. I would like to learn an Asian language because I enjoy watching movies and tv series from Asia. I hope people would appreciate my attempt and not mock me for my accent, or rather, non-Asian accent. I do think it is awesome they have managed to learn however much they have and speak it the best they can. Sincere efforts are not something to mock. It wasn't the person being mocked that complained. It was others who read the mocking comment. Also, I think the Korean who had a bad Chinese accent was voicing for a Korean and not pretending to be Chinese. Therefore, a "bad" Chinese accent would be entirely appropriate for the situation.

I disagree. The actor was hire and likely did the best job they could. At least, we should assume so. However, I think the ball dropped with either whoever hired an actor who didn't fulfill the required skill OR the producer/director or responsible party who approved the voice actor. Also, aren't we talking about a Chinese voice actor, hired to speak Chinese disparaging a Korean, who was hired to dub a Korean character, who may have had to speak Chinese, but as a Korean speaking Chinese? In which case, it would be perfectly acceptable for the Korean to not have a Chinese accent, when speaking Chinese, because he's not suppose to be Chinese. Korean's at that time didn't necessarily speak Chinese as well as a person from China. Or am I getting this mixed up? Regardless, I stand by my previous statement.
