Boy 11 knows about that food stuff of police chief, he probably met that 2nd victim son, so police chief knows he is joker , not boy 13. Chief claims boy 13 being joker.

Police detective might have informed about that clue (recording) to team, no reason for him to act independently. (Why to not pick up calls) Gen they are paired up, to avoid suspicion s like this and corruption. Also what was he doing with that knife, w/o calling any one. is he a detective .
