You really need to do more research before you mislead people.

The job of the NRTA is to regulate and approve television, film, and online audiovisual content in China and ensure it follows the country's media and censorship rules.

BL is banned in China so danmei, projects generally do not go through the NRTA for approval as openly queer dramas, because such content would not be approved for domestic broadcast. Instead, productions based on BL source material either adapt the story into a censorship-friendly bromance for the mainland market or bypass domestic broadcast platforms and release the uncensored version overseas.

An uncensored Chinese BL produced for international platforms/audiences generally isn't submitted to the NRTA for approval as a domestic broadcast, because it isn't being legally released on Chinese domestic platforms.

The change in policy you speak about isn't anywhere. Even short Chinese drama not policed in China the way do other Chinese dramas. They have more freedom
