Yes, the degrees are different but they both consist of behaviour that violates another physically & emotionally. Even if he only bullied, it doesn't make what he did OK. You shouldn't be making an exception for either one.
His repentance would be getting punished. But I doubt that will happen because he'll either pay them off or just issue an apology. Not to mention, the statute of limitations might also have expired.

Exactly. And such blanket admissions presume that one is admitting to all the allegations against them. That is how the law works. If he was responding only to the bullying, he should have been SPECIFIC.

HE COMMITTED CRIMES. Also, that apology did not come from a place of his own guilt, it came because it was damage control. Because he was exposed.
