I mean lying to an amnesiac woman that you're her husband isn't exactly a small white lie in itself. I'm fairly sure there was a horror movie made about that exact scenario. Also, I think for a long time, the ML didn't respect the FL at all. At the beginning, not only was he lying to her, but his plan was to execute her afterwards. Even after he did gain feelings for her, he was going to marry his cousin and make her a concubine. I think it makes sense that she wanted to hold out until he A) regained her trust and B) proved that he did indeed respect her and didn't expect her to play the same housewife role as before.

After he died, she decided none of her sons were fit to be emperor so took the positions for herself. She's the only female emperor to have ever ruled in all of China's history.
