If I was making the rules it would be one of those "of age" things. Like if you can't do everything unless your 21 then you'd stop aging at 21. Some vampires are created by virus' that's how we got zombies actually. It's kinda funny. (See: "The Last Man on Earth" starring Vincent Price)
Trinity Blood would most likely fall into that category as well, but on a more sci-fi level. It's "vampires" are humans with longer lifespans of 300 years that feed on human blood. They are born and stay "young" looking longer because of their life spans.
Maybe the novel for this series explains it. I've never read it.

Well if you loved someone would you want them to be something you hate? Ramil hates being a vampire, but was born one so he had no choice. And I never noticed or got the feeling that Punn would want to be one. I've never read the novel so I don't know how it played out in it. Punn also said he would visit PokPong. I think the biggest thing he wanted to gave his brother was a family and those aren't always blood related. It's also one of those open endings really what happens next? Sky's the limit. It was a HE. And not everything gets tired up in a neat little bow like Khemjira.

Also Ramil doesn't like being a vampire so he'd likely never want Punn to be one (because he loves him). While Punn likely doesn't want to force Ramil to watch him grow old and die. So it makes sense. It'll give them both a sense of peace. Which I think they both need.
With My Golden Blood Tong would have died and I think he was okay with being a vampire (judging from the ending).
I don't think there is anything selfish in the decision if you paid attention to the characters through the series. Also it's not like PokPong is alone. They're all a family remember?

It's a build up. Definitely a better ending than Uragiri (Betrayal knows my name - Japanese Manga) gave us, in terms of rebirth. I read a translation of the novel so I knew what I was getting into. Maybe drop it if it's not your cup of tea? Or hang in there! But if your just here for heavy romance it's likely a hard pass.
