How heavy is the propaganda element in this drama? I hate ideologies so I'm trying to decide whether to watch…
I haven't watched other Republican dramas with similar themes, so I have no reference to compare this... There's definitely propaganda mixed in this entire drama, but for me, it wasn't too much, and it felt just right. Maybe it's because the spy element was quite obvious throughout the entire drama.
Since you said you like Yukee, I would definitely recommend this drama. Her acting here is really good, she is constantly improving, and her character is really well-written here. The only drawback is that she doesn't have enough screentime, at least in my opinion.

Also, this one is rather subtle and might be just me reading too much into things, but in episode 13, when Chen Qian and Yu Chun Yang found the dead body, Chen Qian doesn't let Yu Chun Yang search the body. Instead he hands over the flashlight to her and searches the man's pockets himself. For me, this seems like his subtle way of saying "don't touch this guy, I'll just do it."

2. Chen Qian casually (without blinking!) proposes to Chun Yang. Chen Qian: Tell me your birthday*, and I'll ask my grandma to "count" for us...
(he's actually asking her for her 'eight characters', which is basically the year, date, month, and hour of your birthday... and this 'eight characters' is used to match up couples for marriage!! So in other words, Chen Qian is telling Chun Yang, "let's get married", hahaha)
3. When Chun Yang and Chen Qian are talking about Gu Manli's story, Chun Yang says that Gu Manli had a lover.
Chun Yang: Gu Manli and her lover were the source of each other's strength... going through thick and thin together... Chen Qian: I hope one day you and I can be the source of each other's strength...
4. Chen Qian also tells Chun Yang that she must be "the angel that the heavens sent to help me". He also says "My grandma will definitely like you." and that he will "wait for her in Chongqing".

Yes, there is romance. However, the story focuses and revolves around the spies, not really focusing on the romance. That doesn't mean we can't feel the romance, though. In fact, it's amazing that the romance isn't that much, but you can still sense the love between the ML and FL.
