Actually, based on the first scene of ep. 1, we're past the end of Goryeo. It's 1398 the Joseon empire has been in existence for 6 years, but factions have emerged. One side believes in absolute monarchy and the other a monarch with checks and balances. Yi (Lee) Bangwon, 5th son of General (now King Taejong) is pro absolute monarch and seeks to take the throne from his half brother (son of Queen Seondeok). So, based on what we've watched so far, it seems like Hwi sides with Yi Bangwon and Sun Ho is siding with the current King.
