The emperor doesn’t seem to know as his nephew really didn’t complain to him, and even if he did - there’s not much the emperor can do about it since this means that there will be favours/biases taking place amongst the states. This will imbalance the six states power. The main reason there is a six states originally is to balance the imperial power.
