i just searched up if one can still move and talk while theyre blackout drunk. apparently it means they just forget what they did and said (although they can have patches of memories just some missing). maybe maze was blackout drunk but still remembers what he did? he could be also lying and just wants to avoid talking about kissing phap. i hope phap does tell maze what happened between them.
