Because he just get the bill in April and pay it as soon as posible. Because when media reporting about 20 billion won it was not final decision of NTS and it is not possible to pay before you get final bill even if you want. It is just Korean law. He just follow all National Tax Service's steps. And it still was not tax evasion it was tax reasessment, which is not crime at all.
