The people behind the camera werent neutral. They werent entertained by them just sitting around and doing nothing, they indicated quite clearly that torture was entertainment and awarded these people with debt more time and hence more money. The choice that these people had was to either leave with less money then they had hoped for or continue the torture. Not to mention the fact that some people like floor 8 didnt even want money but a constant dopamine hit - in many ways she was exactly like the audience/people behind the camera in her desire to see people suffer and the show continued because of her insistence that the torture also continue. In other words, not everyone had the power to choose and the creators of the game did dictate what "fun" means and pushed them indirectly to prey on the most vulnerable.
