firstly, two couples have their own shows coming out ahead of this (khemjira & the next prince, both STILL FILMING) so i dont think they would even start filming this before those make a final. well domundi isnt that big of a company, so they are VERY slow with their releases, like 2 to 4 years. idk if they plan to amp up this year but based on their track record, i wouldnt trust them lol

I think what makes a difference is how the production company goes with it. From the start, BOC promotion around the show has been about the show & chars, not the actor ships. I would even go far to say BOC is the company who indulges in least amount of fan service between actors. Even the KP behind the scenes clips mostly focused on the production/filmmaking details, directors and screenwriters etc gave interviews as well. You would hardly see any BTS footage from the NC scenes, to give actors privacy. I know this might ruffle some feathers but Domundi loves to fuel shippers with how they promote their shows. Their actors often make promotion content in a way that make you question their level of closeness. For every show, they release BTS clips of actors in character making out or improvised intimate moments which lots of clueless fans take it as "omg they arent acting, they are being themselves", which the crew also fuel with comments and squeals as well. Yes, I *am* a fan so i do like being serviced but unfortunately most loud people in the fandom cant really differentiate between reality and fiction. And some companies make money off of that. Domundi cant deny they have a hand in garnering an audience who are more fussed about their precious ships and their moments than the series themselves.
