Yeah, she LIED (or a writers' mistake) that she does not think that they have the same culprit. I mean they disappear in the same period of time (as flashback in ep 13), she couldn't have just ruled it out.

About her strictness towards DH, I think her mom just don't want to DH be involved again in the kidnapping in the past as it may trigger her memories, especially she has not paid for her crime.
