I think what made the difference is Pete's granma. She is the one who saved his soul from despair where Vegas had no ray of light. That is why he would do anything to spare her even put his life and sanity in the line of fire. But, as you said, he is an all or nothing kind of guy so when he made the decision to be there for Vegas he was fiercely determined to bring the ray of light his granma gave him and pass it to Vegas. That's what his reaction to Vegas being shoot just the moment he was finaly able to reach him tells me.
